介词短语坐落于句首时的倒装问题

有个疑问，介词短语坐落于句首，有时倒装，有时不倒装，这有哪些规律吗？

表示地址、方位等的介词短语作状语坐落于句首时，若谓语动词为不及物动词，这种状况常引起完全倒装，马上整个谓语动词置于主语之前。如：
